Kathy Ruben, M.S., Ph.D.
Kathy Ruben, M.S., Ph.D., is a long-time consumer advocate with over 20 years of experience in the field of public health. Dr. Ruben earned her Ph.D. in Health Services Administration from the University of Maryland, School of Public Health where she conducted research that centered on health literacy, and participant-direction in state Medicaid programs including West Virginia’s Personal Options program and Arkansas’ Independent Choices program. Her research examined how program participants with dementia and their caregivers fare in consumer-directed programs; informing training programs for care teams in order to make these home-and community-based care options more “dementia-friendly”. Study results have been presented at multiple national meetings and published in peer-reviewed journals. Most recently, Dr. Ruben served as a Program Manager for the Maryland Health Care Commission’s Division of Acute Care Policy and Planning where she was responsible for developing standards for assuring reasonable access to health care facilities and services in Maryland, promoting the quality of those services, and containing the cost associated with providing the services. For the past year, Dr. Ruben worked on a special project evaluating health services delivery and health care access challenges for rural communities in Maryland.
