For many December 31, 2016, is New Year's Eve. For Maryland's health policy leaders, however, it is the deadline for submission to the Center for Medicare and Medicaid Innovation (CMMI) at CMS of the phase two progression model for our unique All-Payer Model.

We are encouraged by the continuing focus on a patient-centered model. To ensure that, we believe it is important that the first question asked about any proposal is - what is the impact on consumers?
